As others said, you can't download them, only stream them to a Apple TV 4K box. If you have some other streaming box capable of 4K/HDR already, what you could do is use MoviesAnywhere to link your iTunes account with Amazon/Vudu/Google Play and watch through those apps, but I don't know of any that will let you download the 4K/HDR files on a computer.
